Mobility Aid Specifications

Passengers travelling with prams, strollers or buggies are welcome on any Region 2 (Interline Bus Services) service. In some circumstances, it is possible for children travelling in prams to remain in the pram on board the bus, and in others the prams must be folded and stowed securely, with the child seated with their carer. The situation will vary depending on the model of bus in service.

Children in single or twin prams, strollers and buggies are allowed on board wheelchair accessible buses through the wheelchair accessible doorway. Prams must be able to fit through the doorway and down the aisle to the priority wheelchair space. If the pram cannot fit, it must be folded. Our wheelchair accessible buses are built according to the Disability Standards for Accessible Public Transport 2002, and if the pram is less than 800mm wide, it will fit down the aisle. For more detail on the exact specifications see below.

A parent or carer who folds the child’s pram will be carried on any of our buses. Bus Operators have the discretion to provide assistance but (other than lowering the bus) are not required to help passengers to enter or leave buses.

Region 2 (Interline Bus Services) has developed safety rules to assist passengers travelling with prams on buses, which are listed below.

Obligations of Pram Users

  1. Children in prams or strollers will only be carried on wheelchair accessible buses when placed in the designated wheelchair spaces. All such buses display the wheelchair sign on the front of the bus and on the wheelchair access entry door. On other buses without wheelchair spaces, prams and strollers must be folded and placed in the luggage rack (if fitted), and the child safely carried on a seat or on the carer’s lap.
  2. Before boarding, the parent or carer of children in a pram and stroller must advise the driver that they intend to board the bus with an children in a pram. This is particularly important on models of bus where the wheelchair access is via the centre door. Prams should enter the bus through the wheelchair access door with the wheelchair symbol.
  3. Prams and strollers must not be placed in the aisle or in any other location that interferes with the entry or exit of passengers.
  4. Bus Operators will lower the bus for the entry or exit of occupied prams or strollers and will only extend the accessible ramp upon request of the parent/carer and where it is safe to do so. (Bus has to be fitted with lowering devices.)
  5. Prams or strollers placed in designated accessible spaces must have the brake applied and be placed facing the rear of the bus. They must be in firm contact with the panel or bar behind them.
  6. Any tether or restraining device provided at the allocated wheelchair space must be used to secure the pram, stroller or buggy. For maximum stability, the strap should be passed around the handle as high as possible.
  7. Prams and strollers must not have shopping bags, luggage or any similar item hanging from the handles; this can make them fall over. Items of this kind must be removed and either stowed in the luggage rack or held by a passenger.
  8. If a designated accessible space occupied by a pram or stroller is required for a person in a wheelchair or other person with limited mobility, such as a senior, the wheelchair user/person with limited mobility has priority. The pram or stroller must be folded and its occupant safely carried on a seat or on the carer’s lap. The child and parent/carer is not expected to leave the bus under these circumstances.
  9. If a passenger wishes to place a pram or stroller in the designated wheelchair space, and other passengers are already seated in the folding seats in that space, the passenger can ask them to move, but if they do not want to, the passenger must fold the pram or stroller and carry the occupant safely.
  10. Priority seating on buses is for handicapped and elderly passengers with mobility problems. These passengers cannot be asked to move to make way for a pram or stroller.

Obligations of the Bus Operator

The Bus Operator’s principal task is to ensure that all passengers are taken safely and comfortably to their destinations and that the bus is at all times secure. That requires the Bus Operator to apply these rules, and also to take into account the needs of people who have limited mobility (whether or not they are using a mobility aid), who are frail or have some disability, and those who are using prams and strollers. The Bus Operator can therefore expect (and may ask) that passengers comply with these rules if they are travelling with a mobility aid, pram or stroller.

Bus Operators may also ask that passengers not place prams or strollers (or other items) in such a way as to obstruct the aisle or to interfere with the entry or exit of passengers.

Because these rules are for the safety and comfort of all passengers, the Bus Operator may ask a passenger who is not prepared to abide by the rules to leave the bus (or may not allow such a passenger to enter the bus). If a passenger who is not complying with these rules refuses such a request, the Bus Operator may decide, in the interests of safety, not to proceed with the journey, and/or to seek assistance via the bus’ two-way radio.

For safety and security of the bus, Bus Operators are not expected to leave the driving seat to assist a passenger to enter or leave the bus.

Obligations of passengers

Region 2 (Interline Bus Services) is committed to providing safe, comfortable and reliable transport for passengers, but being a passenger also carries some obligations.

All buses have maximum loading levels (the greatest number of passengers which can be safely carried), and this applies to intending passengers travelling with prams. Bus Operators with a fully loaded bus will not pick up a passenger just because they are travelling with a pram.

Passengers must abide by the rules set out above. Passengers who do not follow these rules may be asked to leave the bus.

Region 2 (Interline Bus Services) will not accept liability for any injury or damage that occurs as a result to the passenger, any other passenger, or a Bus Operator if these rules are not followed.

To enhance safety and accessibility, mobility aids need to address basic specifications as follows, as required by Disability Standards for Accessible Public Transport 2002:

  • Have a total weight including the occupant of less than 300 kg.
  • The overall width of the mobility aid needs to be less than 800 mm and less than 750 mm up to 300 mm above the ground for use on front door entry buses.
  • Be able to negotiate a door height of 1400 mm
  • Fit within an allocated space of 800 mm wide by 1300 mm long


  • Have effective braking systems to maintain stability
  • Be able to withstand acceleration, braking, cornering and pitching of buses (and ferries)
  • Comply with regulations governing the carriage of batteries on public transport
  • Travel in the direction indicated in the bus, generally facing the rear of Region 2 (Interline Bus Services) buses.


  • Turn 180 degrees within an area of 2070 mm by 1540 mm
  • Cross a horizontal gap up to 40 mm wide
  • Mount a vertical rise (bump) up to 12 mm
  • Cross grating gaps up to 13 mm wide and 150 mm long
  • Negotiate a 1 in 14 ramp unassisted
  • Negotiate a 1 in 8 grade where the ramp is less than 1520 mm

Wheelchairs are essential mobility aids, and are welcomed on board low-floor, accessible buses, subject to some simple safety rules (see below).

Wheelchair users who are able to fold their chairs, and to enter and leave the bus, with or without the aid of a carer will be carried on any of our buses. Bus Operators have the discretion to provide assistance but (other than lowering the bus or extending the wheelchair ramp) are not required to help passengers to enter or leave buses.

Electric scooters and similar vehicles are small vehicles and are often used as an alternative to public transport. They are not considered to be essential mobility aids, and are in most cases too heavy and unstable to be carried with safety. Region 2 (Interline Bus Services) will only carry scooters with a laden weight of less than 300 kg, and which can be driven onto the bus, and manoeuvred to fit wholly within the allocated wheelchair space under their own power.

Aids and devices not permitted to be carried on buses

Any mobility aid not complying with the specifications for mobility aids listed above. This includes large ride-on-scooters and all three-wheeled ride-on-scooters.

Rules for wheelchairs

  1. Occupied wheelchairs will only be carried on low-floor buses with designated accessible spaces. All such buses carry the international accessible transport logo near the bus entry point.
  2. If a wheelchair user is able to leave the chair and board and leave the bus unaided (or with the help of a friend or carer), travel is permitted on buses which have stepped entry, provided that the wheelchair is folded and stowed so as to avoid impeding, or causing undue inconvenience to, passengers entering and leaving the bus.
  3. An occupied wheelchair must be placed in the designated space in the bus, must be facing rearwards, brakes on and firmly in contact with the panel or bar behind it. It must not be placed in the aisle or in any other location that interferes with the entry or exit of passengers.
  4. If a wheelchair user is travelling with a friend or carer, that person should keep a firm hold on the chair.
  5. If passengers are already seated in the folding seats in the designated accessible space Bus Operators may ask those passengers to move (if other room is available) when a wheelchair user wishes to board a bus. If other room is not available then the bus is deemed to be full and the wheelchair occupant is expected to wait for the following service. If other passengers decline to vacate the wheelchair space, the driver may elect not to continue the trip until the space is cleared. If this (clearing the space) would create a safety risk (e.g. where a passenger already on board has a mobility problem and has to stand), the Bus Operator may decide not to allow the wheelchair user to board the bus. (Beyond this action, the Bus Operator cannot compel other passengers to give up their seats for such a person).
